Big bully?

Ok, I wrote a little about this on facebook, but if anyone here has any ideas I'd love some help.  We have tried to teach Collin and Landon that when they fall (if they are not really hurt) that we just laugh and so they know its not a big deal.  But lately Collin has started laughing at other kids when they fall down, and it comes off as Collin being a bully.  How do I teach him not to laugh at other kids?

Chase and I have been trying to talk to Collin about us moving.  He seems to be ok with it, but with Collin you just never know.  He is so funny sometimes.  He will not sleep with a blanket on.  Ever.  He gets mad if I put it on him before he falls asleep and even after he falls asleep, if I put one him he wiggles out of it right away.  We swaddled him all the time as a baby.  But not he will not use one now.  He has finally started going to primary by himself and staying there.
I put his hat on him stright but he kept turning it to the side.

We picked some stuff up at ikea the other day and they were very good at reading their maps.

He's getting tall enough to push himself on this bike, and Collin is really excited to teach him to ride so he'll have a friend to ride his bike with.

I went upstairs to find Landon and he had tipped this basket over and was rocking back and forth in it.

Neither of the boys will leave blankets on no matter how heavy or light the blanket is. Jacob will burrow into pillows and blankets sometimes, but if I try to put it on him he'll pull it off. And Gus won't have anything on him ever.
